An ordinance to establish the Lawrence County Emergency Telephone
System Board as the Addressing Authority of Lawrence County. This
is in accordance of Illinois Statutes (55 ILCS 5/5 1067) (from Ch.
34, par. 5 1067) This ordinance will add provisions for the numbering
of buildings and dwellings and to provide punishment for failure
to do so.
Be it ordained by the Lawrence County Board as follows:
That this ordinance will therefore be known as the Lawrence County
Emergency Telephone System Addressing Authority.
1. Designation of Street Numbers
(a) Street number for dwelling units and places of business on
all public and private streets shall be assigned by the 9-1-1 Emergency
Telephone System Board in accordance with the procedures adopted
by the County of Lawrence.
(b) The 9-1-1 Emergency Telephone System Board shall keep a record
of all numbers assigned under this ordinance.
2. Posting of Designated Street Address
(a) The owner or occupant or person in charge of any dwelling or
building to which a number has been assigned will be notified by
the 9-1-1 Emergency Telephone System Board of the number assigned
to the same at any time after adoption of this ordinance.
(b) Within sixty (60) days after receipt of such notification from
the 9-1-1 Emergency Telephone System Board, the owner or occupant
or person in charge of a house or building to which a number has
been assigned shall affix the number to the structure if visible
from the road, or to a sign or number post if not visible from the
road, in such a way that the numbers can be clearly seen from the
roadway.
(c) It shall be the duty of such owner or occupant or person in
charge thereof upon affixing the new number to remove any different
number which might be mistaken for, or confused with, the number
assigned to said structure by the 9-1-1 Emergency Telephone System
Board.
(d) Each principle building shall display the number assigned to
the frontage on which the front entrance is located. In case a principle
building is occupied by more than one business or family dwelling
unit, each separate front entrance or family dwelling unit shall
display a separate number or letter designation.
(e) Structures inside of a municipality: Numerals indicating the
official
numbers for each principle building or each front entrance to such
building shall be posted in a manner as to be legible and distinguishable
from the street on which the property is located, with letters painted
or applied, of a contrasting color to the background, of not less
than three inches (3") in height. If a building or dwelling
is situated in such a way that the numbers cannot be easily seen
from the roadway in front of said structure, then a sign or number
post must be used in front of the structure and placed in such a
way that it can be easily seen from the roadway.
(f) Structures outside of a municipality: Numerals indicating the
official numbers for each principle building or each front entrance
to such building shall be posted in a manner as to be legible and
distinguishable from the road on which the property is located,
with three inch (3") reflective letters on a contrasting color
to the background according to the fire district in which the structure
is located. If a building or dwelling is situated in such a way
that the numbers cannot be easily seen from the roadway in front
of said structure, then a sign or number post must be used in front
of the structure on the same side of the road at the entrance to
said structure, and placed in such a way that it can be easily seen
from the roadway.
(g) Address numbers background contrasting colors outside of a
municipality shall be:
Lawrence Allison FD -
3 inch high reflective white numbers with red background.
Bridgeport FD -
3 inch high reflective white numbers with royal blue background.
Denison FD -
3 inch high reflective black numbers with orange background.
Christy FD -
3 inch high reflective white numbers with green background.
(a) Numbers will be assigned to each proposed lot or tract on the
surveyors copies of Final Subdivision Plats by the 9-1-1 Emergency
Telephone System Board.
(b) No building permit shall be issued for any principle building
until the owner or developer has procured from the 9-1-1 Emergency
Telephone System Board of the County of Lawrence the official number
of the premises. Final approval of a certificate of occupancy of
any principle building erected or repaired after the effective date
of this ordinance shall be withheld until permanent and proper numbers
have been displayed in accordance with the requirements of No. 2
above.
4. Penalties
(a) In the event that the owner or occupant or person in charge
of any house or building refuses to comply with the terms of this
ordinance by failing to affix the number assigned within sixty (60)
days after notification or by failing, within said period of sixty
(60) days to remove any old numbers affixed to such house, or house
entrance, or elsewhere, which may be confused with the number assigned
thereto, he shall be punished by a fine of not more than five hundred
dollars ($500.00).
(b) The Lawrence County State's Attorney may bring an action in
the name of Lawrence County, Illinois to restrain or prevent a violation
of any provision of this Chapter or to otherwise enforce the provisions
of this Chapter.
5. Effective Date
This ordinance shall take effect and be in full force and affect
thirty (30) days beyond the issuance of new 9-1-1 addresses.
All ordinances or parts of ordinances in conflict therewith are
hereby repealed.
This ordinance approved and adopted before a regularly scheduled
County Board Meeting, this 15th day of October, 2008

Rural Address Sign Conformity Regulations:
Rural address signs must have the background
color and address number on
BOTH SIDES so that it can be clearly seen from either direction
from the roadway.
Address sign posts must not be placed within any county or township
right-of-way.
Place the sign post at or on the right-of-way line. Right-of-ways
vary from township to township. Contact your township supervisor
if unsure. Most right-of-ways are at least 10 feet from the
edge of the roadway. You may need to contact JULIE INC for
buried cable locates at 1-800-892-0123 or visit Ilinois1call.com
to request online before you dig or place your sign post into the
ground. Many areas have fiber optic, telephone lines, gas, water,
or electrical lines buried within or near road right-of-ways
Address signs must be placed on the same side of the
road no more than twenty feet
( 20' ) from either direction of the drive way entrance.
Address signs must be eighteen inches ( 18" ) by six inches
( 6" ) in size.
The bottom edge of the address sign must be at least three feet
( 3' ) above ground and not to exceed four ( 4' ) feet above ground.
Multiple residents with one private drive way must
post a sign at the road entrance that shows the beginning and ending
address numbers ( Example: 1000 - 1010 ) and post each individual
address number at each residence. Contact Lawrence County
E911 for these special entrance signs.
County addressing numbers do not exceed 5 digits.

To maintain conformity and reduce the public burden, ALL rural Sumner
area
zip code address number signs will be premade with the address number
printed on both sides of the sign. The address number signs can
be purchased at cost for approximately $7. Addressing signs
will be made available for those residents outside of a municipality
in the 62466, 62421, and 62476 zip codes soon.
These address signs meet ETSB and Lawrence County rural addressing
regulations. The address signs will be sold at cost for $7.
